Shopping is one of the most common activities when traveling abroad. However, keep in mind that these items must be declared to customs officials—a process commonly known as online customs declaration. As stipulated in PMK 203/2017, declarations can be made verbally or in writing. For written declarations, passengers can use a customs declaration form or a special import declaration form.
What Is a Customs Declaration?
A customs declaration (CD) is a document used to declare imported goods carried by passengers or vehicle crew members. The CD can be completed manually or online. To date, the Indonesian Online Customs Declaration system is only available for arrivals at Soekarno-Hatta International Airport in Jakarta. Consequently, arrivals at airports other than Soekarno-Hatta International Airport still require a printed customs declaration form.

Regulations on the Export and Import of Goods by Passengers
Now, after completing all the steps above, the passenger has finished filling out the electronic customs declaration. The completed Online Customs Declaration can then be submitted to customs officials using the QR code displayed after entering the data. This innovation is an implementation of the provisions of PMK No. 203/PMK. 04/2017 regarding Regulations on the Export and Import of Goods Carried by Passengers and Crew Members of Transport Vehicles, Article 9, paragraph 6a, which states:
“Customs declarations or notifications of the import of special goods as referred to in paragraph (4) may be submitted no later than the arrival of the passenger or vehicle crew in the form of electronic data.”
With the Customs Declaration Electronic application, passengers and crew members can experience greater efficiency and effectiveness in filing customs declarations.
